I think i could reproduce and solve your problem. The ActiveX that the webpage tries to install is not signed. And out of the box internet explorer blocks the installation of non signed activeX's. This article show how you can set this setting in IE6. The problem must be in one of the windows 7 updates as I have uninstalled the internet explorer 8 updates and it still does not work. Forgot to mention that I added the site to the trusted sites and that protected mode is off but it still does not work.
